In a bowl, combine the cleaned oysters and chives in a 1:1 ratio, add a small amount of soy sauce, and gently mix to distribute the flavor.
Moisten the edges of the dumpling wrapper lightly with water, fill with an appropriate amount of the seasoned mixture, fold in half, and press to create pleats.
Heat a frying pan with plenty of vegetable oil over medium heat, then arrange the dumplings evenly.
Fry over medium heat until the bottom side turns golden brown and crispy.
Once the bottom is fully cooked, add a small amount of water—just enough to barely cover the base—and immediately cover the pan with a lid.
Steam over low heat for about 1 minute 30 seconds to cook the top and inside of the dumplings until tender and moist.

Prepare oysters and chives, season lightly with soy sauce, and mix to make the filling.
Moisten the edges of the dumpling wrapper, add the filling, and shape into pleated dumplings.
Pan-fry in oil until the bottom is crispy, then add water and cover with a lid to steam the inside until fully cooked.
